BALTIMORE, Maryland, Nov. 1 -- Maryland Attorney General Anthony G. Brown issued the following news release on Oct. 31, 2024:
The Independent Investigations Division of the Maryland Office of the Attorney General has identified the decedent and the Hagerstown Police Department officers involved in the in-custody death that occurred on October 26, 2024, in Hagerstown, Maryland.
The decedent has been identified as 46-year-old Kelvin Lashawn Baker of Hagerstown, Maryland. . . .
