HARTFORD, Connecticut, Nov. 29 -- Connecticut Attorney General William Tong issued the following news release:
Attorney General William Tong announced a decision by the U.S. Court of Appeals for the Second Circuit affirming the legitimacy of Connecticut pardons and giving Connecticut resident Kimanie Tavoy Graham a second chance at remaining in the country.
Graham is a lawful permanent resident living in Connecticut, and the husband and father of United States citizens. . . .
