In a major victory for the New Orleans Police Department (NOPD), the community it serves, Attorney General Jeff Landry, and Mayor Latoya Cantrell - the U.S. Court of Appeals for the Fifth Circuit blocked federal judge Susie Morgan from mandating New Orleans city employees appear at her command regardless of conflicting city duties and requiring them to do other things not authorized . . .
